When ADS first comes up it loads the default properties. Some of the properties are not getting loaded on a fresh new machine. A fresh machine means that properties have not been saved through the GUI yet. This problem was found on a Mac but could also affect other os's.
-- Testcase
I tried this on a fresh Windows 10 box and it behaves correctly. Maybe just a Mac issue.
The cause of the issue is that when querying the Options, the caller passes in a default value such that the default value is returned if the option being queried has not been set. The problem is that File > Options passes in default value = "Excel 2007", and View as Spreadsheet passes in in default = "Excel". They both should pass in the same default value = "Excel 2007".
