Reference line tool-tip is displayed even if reference line is not available.

Steps to reproduce:
1.Dnd a dimension in Columns deck.
2.Dnd a measure in Rows deck.
3.Dnd a measure(which is available in rows deck) in color deck.
4.Right click on measure in color deck & select Add table calculation option.
Keep default settings as it is & click on Ok.
5.Right click on axis of chart & select Add reference line option.
Switch to Band tab
Select 'Per cell' option.
Select measure field (available in color deck) from Value field of 'band from' pane.
Click on OK.
6.Hover on first value of Bar chart.

Open attached 14212_GA-29.vizx
Hover on first value of Bar chart.(exactly on tip of Bar)

Actual result: Reference line tool-tip is displayed even if reference line is not available.

Expected result: Reference line tool-tip should not be displayed.

Observation: This issue only occurs for Band reference line.
This issue only occurs for 'Per cell' scope.
This issue only occurs if hovered on first bar.

Scenario 2:
1.Dnd a dimension in Columns deck.
2.Dnd a measure in Rows deck.
3.Dnd a measure(which is available in rows deck) in color deck.
4.Right click on measure field in color deck & select Add table calculation option.
In add table calculation window keep default settings as it is & click on Ok.
4.Right click on axis of chart & select Add reference line option.
Switch to Band tab
Select Per cell option.
Select create parameter option from Value field of 'Band from' pane.
In create parameter window keep default settings as it is & click on Save.
Select measure field(available in color deck) from Value field of 'Band to' pane.
Click on OK.

Go to Scenario 2 sheet
Actual result: Reference line is displayed but reference line label of parameter is not displayed.

Expected result: Reference line label of parameter should be displayed.

Observation: This issue occurs only for Band reference line.
This issue occurs only for 'Per cell' scope.
