In v17, you can use Ctrl-PageUp or Ctrl-PageDown to move to Query Analyzer tabs to the left or right.
In v18, if there is a horizontal scrollbar in the editor, Ctrl-PageUp and Ctrl-PageDown moves the horizontal scrollbar.

Kin-Hong, I can't find the code that maps Ctrl-PageUp and Ctrl-PageDown in v17. I am not sure how those are processed.
We currently have the following key mappings in v18.
A.General.WINDOW_NEXT_TAB=alt pressed RIGHT A.General.WINDOW_PREVIOUS_TAB=alt pressed LEFT
I tried to add alternate key mappings for Ctrl-PageUp and Ctrl-PageDown, but that doesn't work.

@jenny - the Ctrl-PageUp and Ctrl-PageDown keystrokes are mapped (hardcoded) to "navigatePageUp" and "navigatePageDown" action names respectively in the <L&F>JideUtils.java files (for example AquaJideUtils.java) These action names are then mapped to action implementations in BasicJideTabbedPaneUI.
Since in v18 we have specific File > Options > Key Mappings for tab navigation, I am marking this as Won't Fix.
