#10990: FluidShell commands default file encoding to UTF-8

RunFluidScript and FluidShell commands default file encoding to UTF-8. For those users whose system's default file encoding is not UTF-8, they need to specify the file encoding option to "platform-default" when running RunFluidScript and FluidShell commands.

The correct default value for the file encoding options should have been "platform-default" instead of UTF-8. Perhaps we should add a new option under File > Options > FluidShell for the users to override the default file encoding.
The -i and -t options for RunFluidScript allow the users to specify any valid charset. The --charset option for FluidShell commands allow only UTF-8 and platform-default.

The --charset option for FluidShell commands should be enhanced to allow any valid charset value.

We should detect BOM in Import Tool and use UTF-8 if that is the case regardless of what encoding the user chooses.

In Export Tool, [default] encoding should be UTF-8.
