in Windows 7 Professional 64bit I do see the issue with java 1.7.0_40-b43

Dev-29 is where I first see this issue. (see attached)
Dev-28 and earlier builds produce no menus in the menu bar or right click menus (see attached).

dev-22 works and spacing is okay
dev-23 is where menus have vanished and right click does not work
So somewhere following dev-22 is where issue starts, but it could be between dev-22 and dev-29 because there is no way to produce a menu in that gap.

@kin-hong: in dev-23, there was a check-in made to: "Setup to use "ModernWindows" menu UI: (svn #34395)
also look at svn 34548 (part of dev-29) which might have fixed the menu not appearing issue.
