SQL Server job step is not getting deleted

To reproduce:

1. Open SQL Server Agent to SQL Server 2012

2. Navigate to Jobs tab

3. Select a job and click on Edit. I selected job named Testjobnew2

4. Delete the job step named - step1

5. Edit the job 1 more time

You can see that the Job step remains, on reopening the job. the sql used is

msdb..sp_update_job @job_name = N'Testjobnew2'

Alter sql scripting fixed. ported code to version 15 as well

Verified in ADS v14.0.17-7
