Steps to reproduce issue :

1. Connect  PostgreSQL 9.3.

2. Right click on it ->Select  'Server Properties' option -> 'Edit Server Properties' window opens.

3. In Edit Server properties window switch to 'Filters' tab.

4. Now Go to 'Object Folder' Pane and click on 'New' Button -> 'Folder Filter' popup appears.

5. In this go to 'Folder' drop down and search "Procedures" in the drop down list.

You will observe 'Procedures' folder option is not available in the drop down.

Unable to apply filter on Procedures.

 

Here 'Procedures' folder option  should be available
