@diksha - what should be the permissions for views out of below. Should Debug be listed? Can you create in a schema other then SYSTEM and test ?
Debug, Delete, Drop, Insert, Select, Update
Yes,I have created the view other than SYSTEM and test Schema but still this error occures.All permissions are available for view.Please see attached screen shot permissions.png or this Link.In this debug is mentioned for view.

I added [debug] permission for views because documentation specifies its for views, but only calculation views. I am having some trouble finding documentation for calculation views. For now I have removed debug from the visual editing but it will still extract and script if the object had the permissions assigned to it in the catalog tables.
