I often have complex Worksheets in my Workbooks and it would be nice if you were able to add notes/description to a Worksheet (displayed in a "properties" style dialog, not on the Worksheet itself such that I could then describe what the Worksheet was for, and even my findings in the analysis.
Related, it would be nice if you could drop a note on the display of the Worksheet (which is different then the above notes) and be able to position it anywhere over the data. Additionally, being able to draw a line from the note to a location on the Worksheet (table, chart, etc) would be useful as you can use that to help explain a specific data point, especially useful when a Worksheet is to be exported and sent to someone other than the creator.

In v17, we are adding a "text" object to a dashboard. Doc link here. Would this address your use case? You could have the dashboard as the first sheet in the workbook.

W/ this request, it seems that you'd like to be able to annotate your chart. Is my understanding correct?

The "text" object added to v17 is nice but not really useful for documenting a specific Worksheet (which is really what I meant when I mentioned Workbook above). I'll edit the request to fix that.
And yes, basically the ability to annotate the chart (or table).
