The above means that a user-copied v17 key mapping file should still be able to load in v16, but v16 will not contain any "PDF Viewer" key mapping values unless the user redefines them in the File->Options->Key Mappings dialog. I am assuming this is OK.

 

A user-copied v16 key mapping file should be able to load in v17 with no ill-effect.
