The CREATEUSER option creates a superuser with all database privileges, including CREATE USER. When we attempt to alter or view the users property the flag is set to false even if we passed it.
We where not setting the super user flag unless the user had both usesuper & usecatupd where set to true. This is how we determine this value in postgres but in redshift we should only be checking the usesuper. Extraction fixed to correctly set property. The alter user GUI check box [User can create users] is the visual representation for this property.
