If there is one statement then put in in the tab that is visible.
If there are two or more statements, put the first in the spec and second in the body
I really dislike how PackagePanel treats the package header and the body. There are two modes of operation: linked, when both parts are saved as a single file and separate when two separate files correspond to two pieces. Transition from one to another often happens without any indication to the user, as in, for example, drag and drop operation. Saving also depends on this mode.
However, dnd and file/open are now detecting whether the file contains two statements and if it does, opens in the package header and body editor correspondingly.
