#6140: Opening a query window for a server should default the file open to the mounted folder path

1. Register Server and set a Mounted Folder
2. Open the Query Window to the server
3. Open File

The default directory is not the Mounted Folder.

This works correctly for 9.0, but not for 10.0. This feature might have been lost in the UI redesign.

Save and Save As should function the save as Open.

Not for Save Results.

Checked 9.0 version: this functionality is present neither in Procedure nor Package editor.

Fixed for Query Panel only, Open, Save, Save As.

See also #2114 - it requires to keep track of the current folder in each Query Panel.
