Server Registration filter for object folders is not working in German, but workin in English.

1. For Oracle 10g - SYS -58 connection, apply object filter of : Table (Exclude) +APPLY*
2. Change ADS application language to German and restart
3. Browse to tables and see all tables not filtered
4. Change ADS application language to English and restart
5. Browse to tables and see only filtered tables.
