Procedure Editor and Function Editor - to upper and to lower case is not working
To reproduce
1. Navigate to SQL Server 2012 Procedure node
2. Select a procedure and select the option Edit in Procedure Editor
3. Select some text and try to change to Upper / Lower case
These operations doesnt work

The solution is to remove To Lower and To Upper action icons, since this has never been enabled, and the way they work is not conductive to a procedure editor.
The lower and upper case icons has been there since ADS 6.5. This is a feature which used to work till ADS 11.0.
