If you open a versioned file in a text editor which has the UTF-8 BOM marker, then it marks as edited.

This problem does not exist in ADS 11.0. We used to have this problem in 11.0, but we fixed it.

We need to fix this for 12.0, but not a show stopper for public rc.

Not exactly a regression the UTF-8 code was still there. I just needed to also look for the UTF-16LE/BE BOMs.
