To reproduce:
1. Open Text Editor with no line wrapping selected
2. Open attached file
3. Go to line 75
4. Click on "Line Wrap" icon
5. Page Down and now go to the bottom of the screen
6. Now Disable Line wrap
7. Move vertical scrollbar towards end of line 45 --> You can see <<END>>
8. Now move horizontal scrollbar and go towards Line 1
9. Move the Vertical scrollbar towards the end - It only extends till the 735 character limit of line 145 and does not extend to the limit of line 1 which is incorrect

Line wrap is actually broken with this fix. The issue with cursor is fixed, but when I try to wrap a long line, it doesnt wrap. A new issue is logged #7739

Actually this is not a regression; the line-wrap feature was working like this since it was first introduced in ADS. The line-wrap behaviour can be customized, see my comment on #7739.
