Some users don't like that the SQL History window is always on top of the parent frame.  The current History window is a non-modal dialog window.  Non-modal dialog windows are always on top of their parent frame, so there is no easy way of just flipping a switch/option.  We will need to redesign the SQL History window so that it can either be a non-modal dialog or a frame window.
