We already have a tooltip. I think the tooltip and the text should have the same text. I think we should have a small text and have the text in light gray. Something like "For quick access, drag and drop here to create a shortcut".
We should also have a way to disable the toolbar text, maybe in the popup menu.
Can you add a toolbar button to the right of the text with the attached icon "cancel_x.png. If the user clicks on the button, then the text and the button go ahead and don't come back.
