Compare tools: Save HTML doesn't allow folder change

'Save as HTML' on the compare tools shows a 'Save HTML' dialog which has a 'Save to file' text area and a Browse button.

The problem is that 'Browse' doesn't allow you to change the folder where the file is saved. It only allows you to select an HTML file to overwrite. This seems quite non-intuitive to me.
