Not able to add a new Audit Action if you delete the first action

Not able to add a new Audit Action if you delete the first action
 
SQL Server 2008 and above
 
1. Navigate to Security -> Server Audits -> Server Audit Specifications
2. Create a Server Audit Specifications
3. Enter a name sample
4. Click on Delete Action - the row is removed
5. Now the user cannot be able to add a new Audit Action
 
When you click on Delete Action for the first time, the row should not be removed. It should behave the same way as in the Create Table GUI, when you right click and delete a Column Name, when you have not specified any name. See attached screenshots
