Alter DB Audit Specification: Not able to add a new Audit Action if you delete all actions

SQL Server 2008 and above

1. Navigate to Database -> Database Audit Specifications

2. Alter an already created database audit specification

3. Delete All Audit Actions by clicking on the "Delete Action" button

4. Delete the empty row - the one marked in green

5. Now you can see that you cannot add any more audit actions, after you delete all

Can you extend the fix you did in #12567 for Alter as well ?

Fixed for database dialog, server audit spec dialog and database audit spec dialog. You should always have an empty row now. If you try to delete the last row it will add a row after deleting the last row.
