Some explain features were not available with older versions. I just added those features based on the version. Tariq, please have Narendra retest this.. Thank you, Tom

PostgreSQL Visual Explain plans are working fine now in 17.0.2-6 for lower versions
Verified in ADS17.0.3 patch and ADS 18-dev-48.
Now Explain statement/ Explain Plans are working fine for PostgreSQL 9.1, 9.0, 8.4 and 8.3 versions.
