#15572: Add MariaDB driver 2.3

1) Copy the mariadb.jar driver to the build-lib directory(...\ADS\dist\apps\common\build-lib) from the Google drive.

2) Copy the mariadb.jar driver to the lib directory(...\ADS\dist\apps\common\lib\drivers) from the Google drive.

3) Test compile, unit test and resolve issues. This issue is blocked until the functionality is added by issue #15572

4) Check the driver into svn. Make sure the commit message contains the following:

<aquadatastudio:#15572>Add MariaDB driver 2.3

5) Do a end to end test of all ADS Maria functionality once issue #15572 is implemented.
