Can't sort color field By Measure Values when discrete measure field is present

Open discrete-measure.vizx in VA, goto Worksheet 1
Change the Index field in Rows deck to Discrete mode
Change chart type to Bar
Drag Card Type to Color deck
Right-click on Card Type in Color deck, and select the Sort menu
Result: The "Measure Values" option is not available
Expected: Since there's only one continuous measure, we should be able to sort the color field by Measure Values. For example, if you remove the Index field, then the "Measure Values" option becomes available.
