Visual Analytic considers these states or cities as Ambiguous. For example, Sydney is present in Australia and Canada. When Visual Analytics plot cities, it will consider Sydney ambiguous if you a country or a state is not specified.

To resolve ambiguous locations
Visual Analytics has listed Florida, Maryland, Montana as ambiguous/unknown locations because you have not provided a country role, and, therefore, Visual Analytics plots geographical data on the world map and not for a specific country. It displays these states as ambiguous because similar state names are present in other countries.
